Hello Liz! This category should not be speedy deleted as being unpopulated, because it will be included links to few articles, wich are have now a status "draft". As example Draft:Vadym_Slyusar. On the other hand, in Wikipedia used similar subcategories under the umbrella Category:People from Poltava Oblast, as example Category:People_from_Khorol_Raion Category:People_from_Orzhytsia_Raion.
