The categorisation is per the LEA standard (Wikipedia:Naming conventions (law enforcement agency categories)). Category:National law enforcement agencies of Turkey is for agencies that are national in scope, unlike, say, the village guards who are municipal in scope. And yes, you should have created an entry at Wikipedia:Categories for discussion/Log/2009 September 9#Category:National law enforcement agencies of Turkey ;). I may give it a try to rewrite Human rights in Turkey as a sub page User:Sc.helm/Human rights in Turkey. The structure that I shall apply is more a general issue (relevant for other countries) and this a concern for the Wikipedia:WikiProject Human rights. Hmmm... do you mean the CPJ Award? That went to the paper as well as Yurtcu (they were named co-winners). It's a major international award for the paper, so I'd suggest leaving it.
