May 2020: Teahouse question re cabinets

I inspected the infobox and found that the Kern version was {{Infobox government cabinet}}, whereas the other 3 articles had {{Infobox Austrian cabinet}}. The "Austrian" template apparently does not capitalize the word Cabinet, so I changed the 3 templates to the "government" template.
