Pardon me, but what "bot" and what "questionable edits" do you speak of? Is there any reason why, pray tell, "this bot" - which has supposedly "been doing some edits to Titles {sic} changing the second to third words in the title of a section to lower case {sic; it's "lowercase", as in one word} instead of one {sic; "a"} capitalized letter" - shouldn't "do" such "questionable edits"?

Yes, there is a reason; please read:

“ Capitalization

Capitalize the first letter of the first word and any proper nouns (e.g. names of people, places, etc.) in headings, but leave the rest lower case. Thus "Rules and regulations", not "Rules and Regulations".

It is in the Manual of Style (headings)#Capitalization. Cheers.
