@SJanakiPSusheela, Technically you seem to be right, about content contested by you need to be supported by refs and @Darshan Kavadi does not seem to be in mood of relenting and is restoring the content back without providing sources. You can very well report this issue at WP:ANI for further admin action.
One thing I am not clear is, how other users or admin would understand that their transgression by not following the rule is serious enough? Answering this question may help your reporting at WP:ANI.

- If you know Kannada language is it possible to search with "ವಿದ್ಯಾಸಿರಿ ನಾಡು ಹರಪನಹಳ್ಳಿ"
- I came across couple of searches but google translate is not as effective to tell what the sources are saying.

- Thanks for your efforts! I saw through it. It's for sure cannot be called as another of a city. It's actually local media sobrequet. We do not find a single proper source to claim this name. I'm a proper Kannada speaking girl and I know how funny it's keep Vidyasiri Nadu (Land of rich education/Best Education etc) as Harapanahalli's other name. It's just a local user edits (without sources) and the page can be protected from unwanted edits. SJanakiPSusheela (talk) 12:33, 28 July 2023 (UTC)
