I do not know Mr. Dar. That is immaterial. I understand you think it belongs in the list and it is notable, but without an article in the English Wikipedia it cannot be added to the list. If you have enough reliable sources and you think it passes the Golden Rule then you can ask for an article. Look at Wikipedia:Articles for creation.
