Hey Rord,

I'm aware that the CRTC doesn't specify which feed a ethnic channel should use. However, is it really considered relaunching when the channel never shut down when the started to use the new feed? They can choose to use another feed and rebrand themselves to the appropriate name for that they take the feed from. Relaunching would involve the channel shutting down and launching again sometime later. I think MTV can work as an analogy when then rebranded themselves from talktv to MTV and changed programming completely.
