I'm sorry to revert your change once again, but unfortunately you are not correct in this case. You must distinguish between Greater Manchester County Council, which was abolished, and the County of Greater Manchester, which still exists as a Metropolitan county and ceremonial county, and has a Lord Lieutenant. As the website you cite says,

"AGMA (the Association of Greater Manchester Authorities) was formed after the abolition of the Greater Manchester Council in 1986."[1] (My emphasis).

The appropriate phrase here is hoist by your own petard. If you actually lived and worked in the area, or worked with the councils in the area, you would know that the existence of the AGMA does not in any way, shape or form constitute a metropolitan county, nor a county of any type.

Bolton MBC, for instance, regard themselves as a part of Lancashire, as do Bury. I know that because I work, amongst other things, direct to the Mayoral office of both on a regular basis.

It's a minor irritant anyway.
