At first glance, the draft article looks pretty good. Who told you that Peter York Solmssen is not notable? It would help me to understand the history leading up to this point. Peter Solmssen has a German Wiki page and I pointed that out, and I was told the requirements are stricter for English wiki. Peter Solmssen is a very influential man right now, so there has not been much written about him except in newspapers, (New York Times, Wall Street journal), and in a lot of articles he is mentioned, but not the main focus. Huon said that the article would probably be deleted and once deleted it is harder to recreate.

Huon is correct about how we determine notability. Trivial mentions can be used, but do not carry weight when determining if a subject is notable. If Peter Solmssen is a very influential man, then it should be possible to find at least a few good sources. Here are a couple of potential source that I found that may help: [1] [2] and these ones from de.wiki [3] [4]. Those alone are sufficient to establish notability. Any additional SECONDARY sources that you can find will be a bonus.
Concerning the photo: The photographer will have to agree to license the photo freely to anyone, for any reason, under a Creative Commons license. They will have to send their permission via email to an ORTS volunteer (see WP:DCP and WP:DONATEIMAGE - read these carefully). The upload wizard will guide you by asking questions. You can upload the photo and then send a request to an ORTS volunteer with the permission from the photographer. Here is an overview: Help:Introduction to uploading images.
