As I said, the proper place to bring it is deletion review. Look at some of the other nominations there to get a good idea of what to say. The key part about deletion review is that it is discussing the deletion process, not the merits of the categories, unless you are arguing that you think consensus has changed about Wikipedia's stance on allowing such categories. Personally, I am doubtful you will get them overturned, as user categories are supposed to help collaboration on articles, and just because someone is a member of a particular fraternity or sorority does not mean that they want to collaborate on articles related to them. A better idea would be a more collaboratively named category that would have a big enough scope to be able to facilitate collaboration on a good number of articles. As for not being able to find people who are members of a particular fraternity or sorority, if you click the "what links here" link on the left side of the page while on the userbox template, you will be able to see all the other users that are currently using that userbox, which would be a good way to find them.
