Thank you for your note. I can see that I chose the wrong criterion for speedy deletion when deleting it — instead of reason A7, an article about a person "that does not indicate why its subject is important or significant", I should have picked reason G11, an article about any subject that is "exclusively promotional and would need to be fundamentally rewritten". The whole article was talking about his accomplishments and successes; it was nowhere close to a simply factual encyclopedia article. You can write a new article about him, but be aware that you'll need solid coverage in trustworthy sources: books, academic journals, major governmental websites, and the like.
