I want to create & edit the page (Dev_Negi). Only administraters can create it, so please help me to create this page.

The page was deleted after WP:Articles for deletion/Dev Negi, and "salted" (protected agaunst creation) because it was repeatedly re-created.
What you should do is, make a draft article by clicking Help:Userspace draft and filling in the title. Read WP:Your first article for advice, and make sure you give references showing "significant coverage in reliable sources that are independent of the subject" to establish Wikipedia:Notability. See also WP:Notability (summary) and WP:ENTERTAINER.
When your draft is ready, click the "Submit" button to send it for review by an experienced user, who will either accept it or hive you feedback. If it is accepted, an admin can un-protect the title to allow it to be moved.

Dev Negi edit

Just saw your note on my user page--please leave notes on people's user talk pages (such as this one) rather than their user pages, it helps make sure that other editors see your questions and comments promptly.

I can't restore Dev Negi over the consensus that developed a year or two back on the article, there wasn't at the time evidence that the subject reached our notability criteria. I see you're starting the "articles for creation" process with it, and that is the right way to proceed. Find articles in newspapers, magazines, and books which discuss the subject in depth. Make sure those sources are included as references for the article, and that the article is based on them. If you find such articles, and they are from reputable sources, and are independent from the subject, there is a chance you'll be able to recreate the article using the process you are currently using.
