External link deletion/substitution edit

Perhaps a minor issue and not the right forum for requesting an admin review. In which case, apologies from a novice user and a request for info on proper manner for expressing this concern.
The user below has previously had external link(s)removed for non-compliance to guidelines.

This user recently added an external link (http://portjervis.com) and at the same time removed an existing external link that has been included on Wikipedia for the last several years. (http://portjervisny.com)

The site that was recently deleted is diverse, content rich, and regularly updated. The site inserted in its place primarily has RSS feeds on its homepage.
I have edited the Wikipedia page to include the external link that was deleted and left the recently added link in place. http://en.wikipedia.org/wiki/Port_Jervis,_New_York
