As far as I can tell, I didn't create-protect the article - I just deleted a vanity article. Sometimes I'll create-protect for a couple of weeks when somebody's writing about themselves, but never for this long (this is a perfect example of why, too). You'll get a warning message whenever you create an article with a title that was previously deleted, but you can ignore that. Your article proposal sounds fine to me.
