Image question

The problem with that image is that the version on the Albanian Wikipedia is probably improperly tagged. The person who "released all rights" probably didn't own any rights to the picture in the first place. It may be possible to make a fair use argument for the image (though I'm not terribly confident that it is possible; see WP:NFCC), but in that case the image would be hosted locally on the English Wikipedia.
