I raised this at WP:COIN#User:Peterdevreotes - I'm being asked for advice by someone who has written an article on their boss because of the conflict of interest issues. Another editor wrote "First, remind them that once it's published, he loses all control, and the article may become something his boss really won't like. Next, advise them to request the article through the usual means (include the draft in the request). Finally, remind them that everything in the article should be independently sourced. At the moment, I see no actual references in the article." This is good advise. The 'usual means' in this case would be Wikipedia:Articles for creation which means someone independent will take a look at it first and advise you. Did you read WP:BLP first? For citation style, see WP:CITE and for what is meant by independent sources, WP:VERIFY and WP:RS. It's quite a bit, but read it all before you submit as that might save you some problems. I honestly did not mean to impersonate Dr. Peter Devreotes - as his administrative asst. one of my duties is to oversee and create accounts in his name (with his approval, of course). Once I was assigned this project, it was automatic for me to choose his name as the Username - I also assumed that the username would be the title of the article as well. I did not realize it would violate username policy until I had been blocked. I then familiarized myself with the ramifications of using his name as the actual "Username". I apologize for my lack in understanding of this unfamiliar process. I have received helpful advice from one of the editors that I can register an account in my own name and then link it to Peter Devreotes' page. I would like to fulfill my assigned project of adding Peter Devreotes to Wikipedia (I would feel horrible Dr. Devreotes couldn't be included in Wikipedia due to my ignorance.), as his colleagues and I feel he is a notable figure to include in your community. I hope I was effectively able to convey my unintentional impersonation of Peter Devreotes. Any additional advice for me to create his article would be greatly appreciated! You'll want to review our policies on Conflict of Interest. The problem here is that every edit you make about Dr. Devreotes could have the appearance of bias - are you adding something because it's accurate and properly backed by reliable sources? Or because the good Doctor instructed you to do so? Even if your edits are unquestionably neutral in tone, there's still that appearance of bias - which is precisely what the COI policy warns against. So, step one - you need a new username. There is a real, living Dr. Devreotes, and you're not him. Step two, and you won't like this one - you're not going to be able to write an article about Dr. Devreotes due to your conflict of interest.
BUT, and this is the important bit, I see from the deleted version that he may (possibly!) be notable under our policies - specifically, per our policy on notability for academics. If Dr. Devreotes has significant published works, or if his research efforts have been discussed in reliable sources, then an article might be appropriate. Your task, first and foremost, would be to supply those sources. Research papers, and sources that discuss them, that show the impact of Dr. Devreotes' work would be ideal, but any neutral sources would be a good start. The problem with the article as it was written is that it reads as if it were a resume or part of a CV. All of the sources confirmed facts about Dr. Devreotes, which is good as far as it goes, but did nothing to actually discuss his work. To show that he is notable, you need to provide sources that show that his work is actually noted in the field.
To step one - you'll need to request a new username, and in doing so acknowledge that you will not be able to directly create the article. You can do this by posting {{unblock-un|your new username here}}, with "your new username here" replaced with your proposed username. If accepted, you'd be unblocked to request a change in username - you'll need to go to this page and do that immediately, before editing anything else. Then, start finding sources and posting them here. I'll help you determine what works and what does not, and - once we get to that point - I'll use your sources to write a neutral article about Dr. Devreotes - IF you find enough sources to show notability.
