Help needed edit

Although I am a newbie on Wikipedia, I can clearly find User:Delta13C is overtagging a page Nigma Talib knowingly, even there are no such issues, Can someone check his contributions. Hi Neigh, please check the edit history of the article. I was not indiscriminately tagging, but was restoring tags that were removed from bold action by Perogrimadi.
