Basically: copyright is complicated. It's possible that a given photograph from a 1930 newspaper could be public-domain, but we'd need to know more about where it was first published, and what the publisher did over the intervening decades. Or you could wait until 2026, at which point all images published in the US before 1931 will be public domain (unless the rules change again, which is not impossible).
