Proposed deletion of Involuntary Foreign Service Tour Extension edit

Procedure appears to fail WP:GNG. Article fails WP:NOTDIR, just because it is a procedure used by the US Army doesn't mean it is exempt from notability guidelines, which it appears to fail.
