The usual criterion for inclusion in Wikipedia is explained here. Very basically, we only summarise information that's already published in reliable sources that're independent of the subject. We do this to ensure both that our information is verifiable, and that it can be written neutrally. As far as to whether an e-book is "web content", I think you'd have a real hard time arguing otherwise. In any event, it still doesn't address the inclusion criterion WP:N, which it would need to to be kept in the long term anyhow. If you have any questions, please ask. Err, you asked about the formatting. If it were a physical book, the process might have been different, but the outcome would still be the same. WP:N is the main inclusion/non-inclusion criterion for articles. Articles are only written on subjects where reliable third parties are publishing the information. For a book, that would mean book reviews, etc. in publications (newspapers, magazines, journals, whatnot) that aren't associated with the author or publisher of the book.
