Help requested

Deepfriedokra or another user. I believe another user is a campaign volunteer and has donated to a campaign and has a conflict of interest. I tried to ask on the talk page but was accused of breaking rules. Can you help me figure out how to do the COI report correctly? I thought the talk page was the correct space.
