Please help me with...

Creating a biography with verifiable links to a living person with notable achievements, and this person is not me.

What is the best way to 'sandbox a template' until I am ready to publish it and get peer-reviewed acceptance?

I experimented with the 'Socrates' template last night but today it is gone. I did not find a place to save my changes to the template.

Also, how do I replace the photo with a public domain image?

I'd advise you to use the Article Wizard to create a new draft about your chosen subject. I'm not quite sure what you mean by "template"; that word has a rather specific meaning on Wikipedia. We don't have an empty frame for biographical articles that can be filled out with information about the specific subject; people are too different (and sources discussing people focus on too different aspects) for that to work. Regarding the photo, what's the photo you want replaced, and what's the image you want to replace it with? Images that are in the public domain can be uploaded to the Wikimedia Commons via their Upload Wizard, but we'll need evidence that the copyright holder has released the image into the public domain.
