Quantitative easing talk

This page is incomprehensible to me. I can't understand how both of the first two paragraphs can possibly be true: is quant. easing when the government cuts interest rates on banks, or is it when they buy assets from banks? It's simple. Usually a central bank buys bonds in order to lower interest rates. (They don't do it by ordering banks to lower interest rates, this isn't communism.) When interest rates are zero, buying bonds no longer lower interest rates. QE is when the central bank buys bonds anyway, even though it no longer has an effect on short-term interest rates. This is done in the hopes that it will affect longer term interest rates and other things (like stock prices). LK (talk) 02:44, 18 August 2011 (UTC)Reply
