Please stop re-adding this image to that article. This image is not licensed under the license you stipulated on your upload to Commons. See the source you indicated. There is nothing on that page that indicates this image is licensed under the cc-by-sa-4.0 you originally tagged it with (and subsequently removed, leaving it unlicensed). We take copyright very seriously here and on Commons. We can't just take an image we find somewhere and upload it here without regard to its licensing. I am restoring File:Jim Justice 2017 InaugurationHighlights PB-63 (32366955776) (cropped).jpg, as that is licensed under a license compatible with Commons licensing requirements, and we can prove that license. Please do not restore File:Jim Justice official portrait.jpg without providing proof is is licensed under a license compatible with Commons. If you have questions about this, let me know.
