This is not an appropriate edit summary. Having Category:Chinese people as a parent category of Category:Hong Kong people is not a suggestion that they are equivalent, or that Hongkongers are Chinese. It is grouped that way because Hong Kong is a special administrative region of the PR of China, and therefore there is a link between people of China and people of Hong Kong. If you examine the Wikipedia category tree, the Hong Kong categories for people are always a subcategory of the Chinese ones. The category system is not a perfect system and the fact that a category is a subcategory of another should not be taken as the "final word" on a particular relationship between the two topics.
