Being that it could be arguable on how notable she is for winning pageants, I'd recommend working on the article in your sandbox (User:Ointment09/Sandbox) a page you can create by clicking on that link and beginning to write. And then once you complete the article and source it properly, take it to Wikipedia:Articles for creation where the team over there will determine whether or not the article meets Wikipedia's requirements to be moved into the mainspace. You can also go to Articles for creation instead of your sandbox where it'll help you create the article without you having to figure out all the formatting on your own.
