Basically, you're not allowed to remove speedy deletion templates from articles that you create. You can post a {{hangon}} tag, but you can't remove the template itself. As for the article: under wikipedia's speedy deletion policy, articles that do not assert the notability of their subject may be deleted at any time. I understand it's a bit odd that things are so easily deleted, but it's done to keep Wikipedia encyclopedic. (For what would make a person a good candidate for an article, please see WP:BIO.
