Can you clarify what you mean? At first I assumed that you meant that you wish to recreate an deleted article called Tebogo Magashoa, but I find there has never been an article with that title. If Tebogo Mogashoa satisfies Wikipedia's notability guidelines then there's nothing to stop another editor from creating a new article about him, but not the editor who evaded a block to create the last one.
You are right to ask for assistance, rather than just going ahead with creating an article yourself. Creating a new article is a very difficult thing for a new editor to do, because it requires a good deal of understanding of Wikipedia policies and guidelines to do it properly. Unfortunately, however, it is often difficult for a new editor to get enough help from experienced editors to successfully create a new article, because most editors who create new articles are more interested in creating articles themselves. My advice to new editors is that it is best to start by making small improvements to existing articles, rather than creating new articles. That way you will get to learn how Wikipedia works, until you know enough about what is acceptable to be able to write whole new articles successfully.
If, despite that advice, you still wish to go ahead with trying to get this article re-created, I suggest you read Wikipedia:Your first article. I am also posting a new "help me" notice on this page, in case anyone else may offer you help. (It is not an "adminhelp" notice, like the one you put here before, because an administrator is no better qualified to give this kind of help than any other experienced editor.)
