The article Noel C. Spencer has been properly cited using multiple news outlets though not all based in the U.S they are credible news outlets that verify the achievements of Noel C. Spencer. Also the article Noel C. Spencer meets the qualifications of Wikipedia's notable person criteria because of his involvement in government. If you want to have another shot, I will undelete the article in a draft or a userspace page where you can work on it. That is necessary in order to maintain the history. Because it was deleted at AfD, you should not simply post it again (it would probably be speedy-deleted), but let me know when it is ready. If I am really convinced, I may agree to it being posted; more likely I will tell you to apply at WP:Deletion review, giving a link to the draft.

The new references would have to be quite substantial, and about Spencer in some depth (see WP:42), not just mentioning him. There were already a number of Jamaican references in the deleted article, but they did not convince the AfD !voters. Regards, JohnCD (talk) 21:45, 14 July 2016 (UTC)Reply
