An article on this subject was deleted through an AFD discussion. If you still want to work on an article about this person, you'll need to submit your draft to Articles for Creation for review. If you put your draft directly into the main space of the project, it will be deleted. Get approval from AFC first but you'll have to improve your references for that to happen.
