Caught by an open proxy block but this host or IP is not an open proxy. My IP address is 103.119.95.210. The current broadband service that I use, they are giving the same IP to all customers. They are not giving any separate private IP. So as many users of that brand are active in Wikipedia, they all edit in the same IP. As a result, I'm being prevented from editing for no reason. Formally, I have to decline this unblock because your account is not blocked directly. And the IP range is globally blocked ... meaning it's out of our hands to lift the block here on the English Wikipedia. Even if we did such things, which is rare.
