This page is not unambiguously promotional, because according to the Quick Start Guide: Wikipedia Editing for Conflict of Interest (COI) Users, it states that "the client should create a Wikipedia user name and profile that clearly reflects his/her affiliations, e.g. username John_XYZCorp, profile “John Smith, social media manager for XYZ Corporation.” I believe that is what I did by creating the username NEMA Comm Dept. If this information is inaccurate, I would appreciate suggestions for an alternative username. I have found that any username I have created in the past is always flagged. The Wiki document I am referring to couldn't be more clear and I thought I followed the required specifications.
