Yes, the wrong place. A redirect is a page. We can see that you are specifying a target for the redirect. But the redirect instruction has to appear on a page. What page do you wish to add or change, so that your requested redirect appears there?
If, on the other hand, what you really want to do is add a link to Aparna Yadav to the section Political families of Uttar Pradesh#The Yadav Family, that is a simple matter of adding the link to the section. You should be able to figure it out.
A name change can be accomplished at WP:CHUS. After you make your request, it may take a little while for a renamer admin to act on it, but it should not be a very long wait. — jmcgnh(talk) (contribs) 22:55, 21 January 2022 (UTC)Reply
