--Mrbigotes 20:15, 3 October 2007 (UTC) Since 1999, when "re-election" law didn't exist, Manuel Fernandez (mayor since 1999) supported Espeche to be a mayor (in 2003). Espeche's vote came along with Manuel Fernandez vote (legislator) and the council list (among them, Rodi Humano).Reply

At that moment, the payment for votes were known in the city. Most of people voted Espeche only (as they weren't too conformed with Fernandez goverment). A fact which didn't allow Fernandez to be a legislator.

Ever since Espeche has been chosed, the controversies began.

Fernandez used something called "planes". a "plan" is a work given by the mayor. As the new mayor lasts to take care of the city. Fernandez fired 3.000 persons from their "planes" because he hadn't had enough votes to be a legislator.

Relationship between Fernandez and Espeche were completely broken till today.
