The 17000 number? Its a result of integrating the the linear approximation from d=0 (Jan 1, 2005) to the current day (currently d=1852). Each 1-day increment represents the number of bad bios potentially discovered on that day. You would get similar results with a summation, but either way its really only accurate to within probably ±5000, if not more, due to the lack of certainty in some of the data (in particular, the number of bad bios that are discovered but not reported).
