You may be interested in Wikipedia:External peer review. There also was a survey by a user of the first 100 random articles he came accross and some objective and subjective measures of quality. That may be the one you are looking for. I can't recall exactly who it was, though I think it was a username starting with "C". Maybe User:Carbonite, though I can't find it either.
