Speedy deletion is a shortcut that allows pages to be deleted without community discussion, and it can only be used in very specific circumstances. Speedy tagging and warning authors edit

Thanks for patrolling new pages, an important and under-appreciated task, but when you tag a page for speedy deletion you should warn its author - otherwise they do not know what has happened to their page, and probably just post it again. When the speedy-deletion template expands on the article talk page, it provides, towards the bottom of the pink box, a warning message for you to copy across.

When the author is a newbie with no messages on their talk page, like Cash Note just now, it is helpful to post a welcome message, such as {{subst:firstarticle}} or {{subst:welcome}}, on their talk page before the speedy-deletion warning - it makes it rather less WP:BITEy and discouraging.
