How do Sources work?

Why do the Citations follow the Sources on https://en.wikipedia.org/wiki/Nancy_Astor,_Viscountess_Astor ? https://en.wikipedia.org/wiki/Nancy_Astor,_Viscountess_Astor#Sources Is there an order that references should follow? APA and MLA always have the first citation to be the complete source, then the following ones just point to an identifier for that source. APA and MLA formulate their identifiers differently. I'm not sure if you are asking a general question about layout or a more specific question about citation styles.
First, please be aware that English Wikipedia does not have one single house style for either layout or citations. The general guide for how sections are ordered in articles is at MOS:LAYOUT. The general starting point for citations is Wikipedia:Citing sources, while your particular point is probably best addressed by the section titled Citation style. If you are creating a new article, you can use your own editorial judgment and preferences to select among the several acceptable styles. If you are editing an existing article, you are expected to adhere to the article's already-established style.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
