Hello, I would like to update the Image in the info box to the article - https://en.wikipedia.org/wiki/Chris_Webby - I have an image that is more recent of the person described. I am unable to upload the image the encyclopedic article.

Hi. First of all, the license page you linked to is the page on which you buy the right to use the image in editorials. It is not an editorial license without payment being made. Secondly, that's irrelevant anyway. Wikipedia only considers an image to be "freely licensed" if the image can be reused and modified by anyone, for any purpose, including commercial purposes. Even licenses such as "for use on Wikipedia only", "for educational purposes only", and "for non-commercial purposes only" are not free enough for Wikipedia's policy standards. Examples of licenses that are free enough can be found here.
The very limited circumstances in which non-free-enough files are permitted on Wikipedia are spelled out in our non-free content policy. However, this image would fail two of the requirements:
  1. It would fail WP:NFCC#1 (image cannot be replaceable by freely-licensed media) because all non-free images of living people are considered to be replaceable. Because the person is still alive, it is assumed that someone could take a freely-licensed photo of them.
  2. It would fail WP:NFCC#2 (respect for copyright owner's commercial opportunities) because all Getty Images photos violate that criteria. Because Getty Images's whole business is selling photos for use in publications similar to Wikipedia, we would be infringing on their commercial business by using the image.
