The guideline in question is called WP:UNDUE. Simply put, there are a large number of transformation initatives being developed by HQ ACT and indeed by JFCOM. The main page on NATO is intended to cover the whole history of the organisation from 1948 to the present, and we add little notes on particular programmes, it gives them undue importance and distorts the level of importance of others. We don't for example, have a good discussion of the European Interceptor Site and its NATO implications even on the main page, or other significant Cold War politico-military developments. To give another example, I moved all the discussion on the NATO Centers of Excellence from the mainpage to the Allied Command Transformation page some time back, which seems to have OK with others.

Hope that explains my reasoning.

Valid point re NATO. I undid your edits to the page DoD Executive Agent for MDA. The EAMDA is NOT a DoD agency. As an Executive Agent it has coordination, oversight, and integrating authority across the DoD, INCLUDING DoD agencies, COCOMs, and service branches. That is why there are categories of each at the bottom of the page--to show the truly joint and interagency nature of the effort. Thus I undid your edit. I'll kindly stay away from NATO if you kindly stay away from maritime domain awareness.
