Extra decimal places in FISA results edit

I have 3 times removed the spurious zeroes from the milliseconds at 2016 World Rowing U23 Championships. FISA timing is to 0.01s, not 0.001s (which is why all those 3rd decimal places are zero). See results such as at http://www.worldrowing.com/assets/pdfs/U23WCH_2016/RO0000Y26_C74A_20160826.pdf (or for individual events such as http://www.worldrowing.com/assets/pdfs/U23WCH_2016/ROMB83101_C73.pdf), and see FISA rules. I removed the names of the Bobsleigh team because you are not allowed to have six qualified athletes with only one four man and one two man team. Nations are allowed to bring an alternate, who they often count among their olympians, but all six cannot compete except for injury.
