I was blocked because I was making joke edits to the site. I was unfamiliar with how the site works. It's no longer necessary that I be blocked because I've familiarized myself with WP policy. I will not continue with disruption because I've realized how boring it gets and want to edit constructively. My ideas for useful contributions include updates to Politics of Tanzania

Absolutely not. You were blocked for abusing multiple accounts - one example being User:Bullywoolied, where you added the following edit to WP:RFPP here: "Duncan you know I will just come back". This is not the first time that this user has been sought after, and I'm certain that this is connected and goes back much farther. That information aside, your clear threat in this edit is what I feel is the truth (which is completely contradictory to your statement above). I'm actually User:EnglishEfternamn, how do I gain an "audience" in getting unbanned? A community discussion? There's a standard offer provision I believe.
