You cannot do that per the username policy which forbids misleading usernames and usernames that are those of others(especially notable people). In your unblock request, you will need to indicate that you understand this. If that's the case, it is extremely unlikely an administrator will unblock you if all you want to do is edit about Mr. Butt and his work, due to the severe conflict of interest you have. I cannot tell you how you should want to contribute, but if you want to be unblocked, you will need to be able to answer that question to the administrator who reviews any future unblock requests you make. Mr. Maqsood Ahmad Butt is a well know personality in Pakistan and everyone want to know more about him. We shall promote him more in every city of Pakistan by your wikipedia page. so thats why your web site traffic shall more increase in Pakistan. Mr. Maqsood Ahmad Butt well know businessman in Pakistan and he is a Pakistan largest Interlining manufacturer and got best export trophy from Pakistani President. and now he is doing program on Pakistan Economy. also he wrotes a lot of articles about Pakistan Debt and Tax system

If he is that notable, and that many people are interested in him, I'm sure someone will write about him eventually. As his coordinator, it's extremely unlikely you will be permitted to do so. Wikipedia does not have 'staff', it has volunteer editors from around the entire world. There are likely some in Pakistan but they would have to be interested in writing about this person and have the appropriate sources. You can request that others create a page at Requested articles, which is what I would suggest you do. The only chance you would have to be involved in writing Mr. Butt's page is to draft a page through Articles for Creation where it can be reviewed before posting by an uninvolved editor. However, you can't even do that until you are unblocked. To have any chance at being unblocked, you will need to post a properly formatted unblock request as described in your above block notice, and do the following:

1. Request a new username
2. Indicate in the request that you understand why you were blocked by explaining it, not just saying "i understand"
3. Specifically agree not to directly edit about Mr. Butt or his work
4. Be open about your conflict of interest and indicate that you understand conflict of interest
5. Indicate what productive contributions you will make if unblocked
