To answer your query, I suggest WP:BLP, WP:NOTE, and WP:POLITICIAN. Scalzi is noteworthy as he is/has been an MP. Being an MP automatically makes someone noteable. Paul F Downton is disputedly not noteable, the only saving grace is his extensive background, but even then it may not be enough to save him from WP:AFD when I get around to nominating the page. Thank you for the clarification. There is a lot to get to grips with at once when you are new to Wikipedia-land.

Understand the point about politicians, and have removed that element.

Re: BLP and NOTE, I tried to keep the tone neutral, only include material that is in the public domain - publications, awards and Downton's work that would be of interest to urban planners, architects, people working on sustainability. 'Christie Walk Adelaide' yields over half a million results from Google, 'Paul Downton architect' yields over 450,000 [I understand keywords are not necessarily qualifiers for a Wiki entry, but in this case it does show that the work has currency].

There may be bits that could be removed [not sure about academic background, for example], but perhaps the elements of the article that discuss the work could be retained.
