As you can see you've been blocked as your username contravenes the username policy. Usernames must not look to be representing an organisation. For example, Wikipedia would not allow the username WhitehouseUSA. Follow the unblock request instructions above, but let me know if you have any questions.

But to answer your question on the Help Desk: your article was declined as it had no sources that were secondary to the subject. No organisation in the world is deemed inherently notable, including governmental departments and agencies. Wikipedia is not a place to tell the world about an existence of a department or agency: instead Wikipedia articles should paraphrase what reliable, independent, secondary sources state about a subject.
For there to be an article about Macpac, you'd need to show significant coverage of Macpac in newspapers, the media, books, journals, etc. These sources should discuss, describe, analyse, and report on the organisation. You would then build the Wikipedia article from that.
I hope that explains a little on how Wikipedia works. It is not like most other websites, and I'm sorry you've fallen at the first hurdle here- it is likely frustrating!
If you want to request to be unblocked and change your username, your next step is to formally declare if you have a conflict of interest with the organisation and/or if you are being paid by them. If you are an employee, intern, contractor, agency etc then the answer is yes to both those and you must make a declaration in-line with our Terms of Service.

- If you're absolutely certain you don't have a conflict of interest and are absolutely certain you're not paid to create articles, then no- go ahead and follow the unblock request instructions above.

- I am an avid supporter of MACPAC and attend many of their public forum meetings on topics ranging from Medicaid to CHIP... Their sister org, MEDPAC has a Wiki page, so I wanted to create one for them. Macpacgov (talk) 18:31, 26 October 2023 (UTC)

- That expectation suggests that you have a (very common) misunderstanding about Wikipedia. Wikipedia is entirely unlike a social media site where an organisation (or a person) can "have a presence" or "have a page". If at some time there is a Wikipedia article about Macpag, it will not belong to them, it will not be controlled by them, it will not be for their benefit, it will not necessarily say what they want it to say, and it may be edited by almost anybody in the world except somebody associated with Macpag. Wikipedia is not interested in what the subject of an article says or wants to say about themselves, or what their associates say about them. Wikipedia is only interested in what people who have no connection with the subject, and who have not been prompted or fed information on behalf of the subject, have chosen to publish about the subject in reliable sources. - See other stuff exists- but MEDPAC and the ADA receive extensive coverage in independent reliable sources, enough to summarize in an article.
- Organizations do not "have wiki pages" here; Wikipedia has articles about organizations. This is not just semantics, it is an important distinction. Articles are not for the benefit of the subject in any way and don't exist merely to provide information.
