The proposed article does not have sufficient content to require an article of its own, but it could be merged into the existing article at Initial coin offering. Since anyone can edit Wikipedia, you are welcome to add that information yourself. Thank you.

It isn't clear to me how this subject is distinct from an Initial coin offering or ICO. It certainly sounds like a very similar concept in which cryptocurrencies are sold to raise capital, and if this is just a different name for the same thing (to get away from the poor connotation of "ICO") then we shouldn't publish an article that makes it sound like something distinct. For example, your second paragraph implies that an "STO" is not subject to the same risk of fraud as an "ICO". However, the article only makes this assertion, it provides no evidence for this decreased risk.
