I do not think you have understood how these sanctions apply. Please visit the above contentious topics policy page and read the rules. The sanctions are for India, Pakistan and Afghanistan and related topics i.e. South Asia broadly. They are named as such not because they are limited to these country-topics but because these were the topic areas most affected when the sanctions first came into force.
