I want to be extremely fair; so therefore I'm going by number of edits. I consider edits to be the proving ground. Any old idiot can browse around Wikipedia, and just say they have an account. Making an edit teaches you something. And just FYI; 4,000 edits a year is pretty hardcore. That's like no life whatsoever; you live in a basement; and your mom is screaming at you 24/7 to get off the computer. That's just my personal opinion.
