Cortonia can be added if it had more references, as far as I can see there are no other sites supporting the existence of the micronation other than the official website. The List of micronations has to have this limit because every few days micronations are added that we can't prove the existence of, therefore Wikipedia wouldn't be able to promise its readers that the micronations actually exist. If Cortonia had more references to prove its existence, then it could be added...

There is no set number of references, the reason why we can't include the official page or a few random websites is because anyone can create a website, it is Wikipedia policy. For Cortonia to be added, reliable third-party sources should refer to it. The same applies ot the creation of the page. If Cortonia follows this, then there is a good chance that in the future it will be added to Wikipedia, but unfortunately it takes some time (I think the WP:MICRONATION wikiproject's convention suggests a few years or much quicker if a major event has happened).
