It would appear that the subject meets WP:BAND criterion 9 (which he didn't in 2009 when I did the deletion). It would be nice if there was an additional criterion met, but that's enough: you have it well-referenced, and I'd suggest moving it to article space, perhaps making it clear that the competition he won was of national stature.
